93 will not turn above 4000 rpm

I have a 93 xp. winterized it 2 years ago. did not ground plugs. next year it started fine but would not turn up above 4000 rpms when in water. i took it to the seadoo dealer in area because i thought i might have messed up some of the electronics. they said i had a bad motor. engine was under warantee from sbt and i replaced. sbt said it looked like engine might have been running a little lean and suggested carb rebuild. back to seadoo dealer and aaked them to rebuild carbs. $425 rip off. put it all back together and it ran exactly like it did before engine swap/carb rebuild. The manual says this model and a dual stage coil, high and low rpm. could this be the problem?

after new engine was installed, i filled with fresh gas and double mixed oil as i had already blocked off oil injection. this was to break in the engine. i did this due to the oil lines deteriating and ruining my first engine. when i winterized the first engiine i had added stabil. i have checked. fuel filter and gas cut off valve.
