93 seadoo xp stuck at full throttle

Well I was just getting ready to sell my 93 xp and I went for one last test ride to make sure it's working properly and when I went to let off the throttle it was stuck at 4000 rpm in the water, I got to close to the dock and just swam it to the dock because docking at half throttle is difficult, so my question is why, do I have an air leak somewhere, the throttle cable is not stuck and the carbs were recently rebuilt with genuine mikuni parts and all fuel lines and fuel selector replaced. I pulled out of water and started it and it went full throttle so I shut off so I didn't damage anything, any help would be apreciated.
 
An air leak will not cause a runaway in the water, only on the trailer.

You have something holding the throttle open. Either the throttle cable, oil pump cable or stuck butterfly’s. Back off the idle screw and make sure the butterflies close completely. Then once the idle screw touches the lever go 2 turns more and that should get you close. Correct idle is 3000 rpm out of the water and 1400 rpm in the water.
