93 Seadoo spi just clicks

Pulled the jetski out this year with a new battery and cranked and started up, after a full day of riding wanted to go out one last time then it started to give me a click. Tested battery, tried to jump solenoid(nothing happened), bought new starter and installed it, cleaned all connections, installed new battery cables and ground cable still clicks. tested both fuses with multimeter. Stumped, don't know where to go from here.
12.6 volts at the battery. 12.58 volts at both leads on the starter solenoid and 12.58 volts at the starter.

Pull the sparkplugs and make sure you can turn the engine over 360 degrees by hand.

If you have a good battery and it doesn't crank by jumping the solenoid then it is the starter.
The aftermarket ones are crap 99% of the time.

I tried jumping it with the battery and it does work, maybe it won’t work under load idk.
The one I pulled out of the ski wasn’t oem either. Do I buy one off of eBay and rebuild it?
