RESTO 93 gtx won't turn over

I have 93 gtx need to diagnose will not turn over

Can you turn it over by hand with the spark plugs out using the rear PTO (flywheel)?

I have electrical problems. It's type with a start button, teather kill switch and also a kill button. I can turn motor over by connecting the posts on solenoid. But the start button does nothing.
