If its not electrical, odds are you're running your engine lean, causing the spark plugs to glow red hot-so they act as glowplugs (diesel engine). The carbon on the pistons could also have embers on them, causing a "run on". Your needle and seat(s) dont seem to be closing, so fuel is still getting into the cylinders after the teather cord is pulled. Try turning out the low speed needle a little and put new spark plugs in. If this still continues, you will need to rebuild the carbs.
