91 XP won't shut off

I have a 1991 XP that runs good but will not shut off with the stop button or the lanyard kill switch. The switches test good. I have cleaned all the terminals and connections. I've read that the problem could be the rev limiter but that doesn't make sense to me. How could the rev limiter supply power to the ignition system? Do the kill switches cut power to the ignition system or ground it out to stop the engine?
 
Some of the old ones have the kill switch polarity backwards so it might be able to keep it running instead of killing it if someone replaced it with a newer one.

Have you seen this @Matt Braley?
