787 Idle Problem

I just bought a 1999 Challenger 1800 with two 787cc Rotax engines. The question I have is it seems to start just fine out of the water, but in the water the port side engine is tough to start and to keep idling.

What could be causing this the tough starting, and idle issue?

What is the proper in/out of water idle RPM's

Thanks for any guidance/suggestions.
 
try adjusting the idle up a bit and i should work better.
there is a suggested "in water idle speed" in the manual.
 
Engine idles at 1500 RPM in water or 3000 RPM out of water. Adjust engine idle with the Idle Speed Screw.
 
Try this. Turn idle speed screw until it contact throttle lever stopper. Then 2 additional turns.
For the cable, fully push throttle levers forward. Engine off.

Ensure throttle cable lever have sufficient slack to allow .4mm (1/64") gap between throttle lever and throttle stop on carb.
