3000 rpm

Hello,
First of all, I'll like to say. This forum is great! Lot of good information here.
Now my dilemma.
I have a 94 speedster. When I first start it in the water and get it on plane (wot), both engines are tacking about 7000 rpm. It will run like that for about 15 min. Or until I let off the gas. Now this when the problem starts. when I try to get up on plane again, the passenger side engine won't rev up pass 3000 rpm. the driver side engine will rev up, to about 7000 rpm. when I try to give the passenger side engine more gas, it will start to stall out. but if I feather the gas a little, it will sometimes rev back up to 7000 rpm.

Work I preformed:
New top end
All the gray fuel lines have been replaced.
the fuel valves have been cleaned.
the fuel filters are new.
new plugs
carbs been rebuilt, with e-bay kits
compression 150 on both cylinders

The boat is new to me, so I don't know if this problem existed before.
Any input would be great! If I can't resolve this dilemma, I going to sell it and pick up a Yamaha Exciter. (just kidding)
 
If you did a top end rebuild the motor will run rich. I have run into this a few times and what fixes it up is to run a NGK BR7EIX gaped to .022.

The 7's are one range hotter and will not foul up like you are getting right now. The fuel is blowing out the spark before you get a good flame front.

Trust me on this I have chased this monkey to many times.
