2005 seadoo gti/rfi/le new engine

Just installed a newly built 787 in my 2005 seadoo gti/rfi/le. Starts up fine but is surging under idle. Have changed plugs, fuel filters. Any thoughts? Feel confident the builder set the rave timing correctly. I see the rpm drop around 400 rpm and back at idle. Thanks, Eric.

Anyone out there. Have replaced fuel filters. Verified 60psi at idle. Pulled fuel rail and injector pattern looks the same across both.
