I jumped the solenoid and nothing happened not even a click. Does this mean its the starter

Yes....

If you jumped the solenoid and didn't get a click or any type response, then yes, it's the starter. Question? Did you get a spark when you jumped the solenoid? If not, then I'd be checking the ground cable to make sure you got good a good ground.
