2004 Seadoo GTI LE not turning over

So the engine clunks when the start button is pushed. It won't turn over by hand, but if I push the start button repeatedly you can see it turning slowly, but every now and then it will give a 1-2 second turn over. Any advice on troubleshooting?? Maybe the jet pump is the issue.

Pull the spark plugs and the plastic cover at the back of the engine and see if you can turn the engine over by hand using the rear flywheel.

It should turn 360 degrees easily by hand.

Pull the jet pump and then see if it will move.

I got the motor to turn over I put some oil in there just in case it wasn't getting any and now it's acting seized again.
