2003 Gti Le

Looking for some help with my '03 GTI LE. I'm new to Seadoo'n & just bought the above unit private. I only seem to be able to get 35 mph top end (this is w/ approx 1/2 throttle applied). Is there a quick inexpensive way to check if I have a "Learners Fob" for the ignition, or do I have to have this done at a dealer?

How fast does it go when you give it full throttle?

Same speed, top end is 35 mph,at 1/2 throttle or pinned to the bar?
