2002 XP 951 no top end

just purchased , 135 psi cold cranking compression. 118 psi on first comp stroke.climbed to 135. pulled rave covers, both valves moving with no resistance. Idles and revs fine out of water. once in lake good smooth idle, wack the throttle, and it slowly climbs to 4,500 rpm, 30-35 mph it tops out. if you get off the throttle, it take forevre to get back up to rpm. Also strange issue, if trimed up up the rpm drops, trim all the way down rpm goes 200 rpm higher. checked o ring in water separator. If I have it at WOT, and I lean down and slowly close the fuel selector for a split second ski will jump to 7,500 rmp. Anyone have any ideas. I cant find a dealer that will touch anything over 10 years old.

Replace the fuel selector with a new one and rebuild the carbs using only genuine Mikuni parts.
 
I found a torn bellow in the pto rave/ordered new rebuild kits for both. fuel selector sucking Air? or restrictive?
 
I checked the raves and found a torn bellow on PTO side. rebuilt both, re installed and tested...same result. the mag side cyl is not firing ,running on one lung. good spark on both, good compression, must assume no fuel from that carb. any other things to check before i strip and rebuild the carbs?
 
Two things come to mind.
1 leaking needle valve or the o-ring around the needle seat is leaking
2 return line from the carbs are blocked. Either way you have a very rich condition by the sounds of it.
 
pulled plugs after a wuick ride with new plugs in. Im only runnning on the PTo cyl. rear plug warm and tan, MAG side plug cold and clean/wet., still good spark on both 135 PSI after 4 cycles.
