2002 Sportster LE engine dies at 3000 rpm

I have a 2002 Sportster LE (Rotax 947 2-stroke), which has recently developed an engine problem.

The engine starts fine, but when I increase the throttle the engine picks up to 2800-3000 revs and then dies. Based on checking the engine threads, I have changed the spark plugs, checked the fuel filter (and hose color), and cleaned the RAVE valves, which did need cleaning. When we took the boat out to test it the problem was still there, although for a brief time I was able to “break through” the 3000 rev limit and got the engine up to higher revs. However, when I throttled back and tried again, same problem. I can’t see anything else on the forum that seems relevant and I am not sure what might cause this problem at such a specific rev range. Anyway, before I take it to the shop I thought I would ask if anyone has any other ideas.

Exhaust hoses

Bad exhaust hoses will limit the rpm to 3000. The inside delaminates and restricts the exhaust flow. See photo at left.
