2002 rxdi not going over 4850 rpm

Got a 2002 seadoo rxdi purchased the ski with bad top end bored it out got it all back together cleaned the raves etc. now It fires right up I gas it and it hits 4850rpm and doesn’t drop or go any higher the raves are opening runs like a dream until 4850rpm and just like idles at 4850 any help or ideas?

So you let off the throttle and it does not drop below 4850?
