2002 GTX RFi, will not idle and other problems.

I am new to pwc, last Sept I purchased my sea-doo.
Problem #1 Started up, ran okay above idle, but would stall when throttle released.
Problem #2 Sea doo taking on water, water leaking under engine. (during the winter I remove engine to replace the engine heat exchanger cover, boat had not been winterized properly by previous owner)
Problem #3 Before the boat was removed for repairs last Sept, the sea doo lost power and would only go slow.
I called the seller to get information on the problems, but he would not answer my call.
Now I have the pwc assembled, I stared it in the drive way, but it still will not idle properly.
Please help.

1. Pull the in-tank fuel pump clean it & fuel sock.
2. Check the exhaust Drain line
3. #1 related, need to read up on cleaning the raves, WR, put new plugs in it.

They run lean when no load is on the prop . Bills86e, and that makes it idle high
should be 1400-1500 in water.

That would be the water regulator valve. The top has a black/red cap like the RAVE valves. It will be on your exhaust. It regulates how much water flows into exhaust based on engine speed to alter back pressure. A stuck valve can cause loss of top end performance as in problem #3 above.
