2002 GTX RFI - Okay revs out of water, but low revs in water

My 2002 GTX RFI runs great out of the water, but has low revs in water. It will only go about 10mph. I am looking for any suggestions.

Check compression. Running out of the water ready won’t tell you anything other than it runs.

Compression is 150 in both cylinders.

The DI is a completely different animal than the RFI.

This may be true. But it is still the exact same problem.
