I bought a used 2002 and I am having some issues. The RPMs will max out but the top speed will only reach about 35 mph. It seems to accelerate fine up to that point.

I took it to the local dealer who said it had not been serviced in a while and it sounded like it was missing. After the service the engine does seem to run smoother but I still have the same mph issue.

After reading this forum for a while I took off the intake grate and inspected the impeller and the jet pump area in the back. I found a couple of shells wedged between the fins of the jet pump. I removed them. Could this alone cause any loss in speed?

The impeller does have some nicks. I assume from the shells going through it. I have put a picture of it below. I also read on here about the wear ring, fins not going up, etc. What should I try next? After removing the shells should I take it back to the lake and test it again?

It looks like you need a wear ring replacement and a new or re0-conditioned Impeeller on you seadoo. Her is somw information on the specs on the wear ring to impeller gap;
Wear Ring clearance for your seadoo .014 mm or (.035in) Measure the clearance at the center of the impeller blades, with a 12” long gauge. Measure the clearance from the venturi side of the jet pump.
You can get a re-manufactured impeller at like SBT.

yea that gap is wayy to big, i have a 2002 gtx 4tec as well and just put in a new wear ring and re-condistioned impeller in it and it does almost 60. You should only be able to put maybe 2 or 3 pieces of paper between the impeller and wear ring.
