2002 4 tec ( oil in the coolant)

I have a 2002 4 tec, I was idling down my canal and the alarm went off, I shut it down and noticed that there was a milky foam coming out of the resovoir! How can oil get into the coolant ? I don't think it is the head gasket because the oil is clean, but low! I towed it to the marina where I work and started it for a minute, worked fine, I pulled it down to the end of the dock where the jet ski could be sitting in no water at low tide. I pulled it out of the water the next day, and it was hydrolocked, is it possible for a large boat to go by and the wake go right up the exhaust (I forgot to mention that the back of the jetski was facing the intercoastal)

sometimes when cars blow hd gaskets it will let coolant into the clys so maybe thats what happend.
