2001 XP - starting issues. Need tech help!

Bought 2001 XP. Local dealer replaced needle valves, cleaned out fuel system and replaced throttle cable. Now having problems starting Seadoo. It is fussy. Most of the time I have to pull out the choke - full throttle. It won't start. Then release the choke and 50% of the time it starts thereafter. This is the process no matter how hot the machine is. When the mechanics cleaned out the fuel system, don't they adjust the carb? Is it as simple as a screw adjustment?
 
Ask them if they guarantee or warranty their work, and if they leak-down tested the
carbs before they lake tested it, or did not. Final tuning is done at the lake test.

They did not rebuild the carb, but rather "cleaned out the fuel system." I guess I should have asked exactly what that entailed. I called another dealership and they stated that with their fuel system clean that they replace the fuel hose as it wears down on the inside. In addition, the 2001 xp has two small filters in the carb that needs to be cleaned very well. Cleaning the tank is the other recommendation. I go back to my original question of whether the carb can be easily adjusted or would these issues above contribute to poor starting? Do these machines have starters that go bad? If so what is the cost for replacing?
 
Do you still have grey fuel lines? If so they need to be replaced, that is why the dealership you called said they replace the fuel lines. Most likely your screens are clogged up in the carb due to your fuel lines breaking down into green goo on the inside. You need to have your carbs cleaned because no adjustment is going to cure a clogged screen
