2001 XP 951 with low compression

Fellow has an xp 951, one cylinder has 140 psi and one has 90 psi. He said that the carbs were rebuilt over the winter. This is on an SBT motor that was replaced in 2006. He claims it has been checked by a SeaDoo dealer and they found a worn sleeve. Replacement top end from SBT is about $500.00 + shipping, that doesn't include labor. He's asking $1,500.00 for boat, cover and trailer. How difficult is this to fix...??? Any feedback on an XP951...things to look out for...??? Any suggestions as to what is a fair offer and what would be a screaming deal...???
