2001 seadoo utopia problem

i have a 2001 seadoo utopia 210 hp merc. v-6, starts and runs fine,but when i get up to 5k rpm it hesitates and surges, i siphon gas tank and change fuel filters, added new gas line and anti-siphon valve thinking it was a fuel problem, i also ran a remote fuel tank but had same results, i noticed when it surges both the tach and fuel gage bounce back and forth as the the engine surges, has anyone had a similar problem like this? what should i look for next? cranks sensor? tps? ????
