RESTO 2001 sea doo challenger

I have a 2001 Sea-Doo challenger 5699. It's a two cycle 717 and I can not get it over 4000 RPM. Any ideas

I have the same boat and have had that problem.
My guess is fouled plugs from too rich high speed carb jet setting. Have you tried putting in new spark plugs? That fixed the problem temporarily for me. But it came back.
