2001? SD GTI shorted when starting

Think its a 2001 it is a GTI and does have a 1 year old 717 motor.
Good battery and hit starter get a click of starter replay. Replaced ground wire, same. Also the motor seems locked up. I cant get it to turn fro PTO. If you keep the start button pressed the solenoid gets hot as due wires.

Theory: Starter is bad and jammed into flywheel. Thoughts?

Cant find any info on how to remove the starter, do I have to remove entire exhaust to get to it?

I think that's a 99 or 2000... I have a 2001 GTI and it looks similar but different seat and storage box. Mine has the 717 engine and I have found it much easier to remove the tuned pipe and exhaust manifold. I have gone through two starters and it is nearly impossible with the tuned pipe in place. The bottom bolt is very difficult to reach with all that in the way. The fifteen minutes it takes to get off the exhaust will save you the time and bloody knuckles you'll get otherwise
 
Well here is the update. Pulled the exhaust today and than the starter and soon as starter free the motor moves no problem. Put jump box on starter terminals and nothing but dead short. Think I found the problem. New starter, relay, spark plugs and gaskets on way. Hope to have it together this weekend. This is how hot the starter got with dead short.

Don't put another junk aftermarket starter in it or you will have the same problem.
Get an OEM and rebuild it.
