2001 GTI can't get past idle post rebuild

mikidymac - can you tell me more about the rubber pipe bushings? The only rubber I recall is the one bushing and bolt down lower on the exhaust that bots the exhaust to the engine (part number 293 830 031 - Rubber Bushing). I did check this one and it looked fine. Are there others I should check? I would have replaced this if i knew this could be the culprit. I don't think I can replace it now without taking the pipe back off through.

Yes, that is the bushing.
Also on the later pipes seadoo increased the bolt size. You said you had to shim the bolts so I wonder if you have a newer upper pipe and an older manifold with the different sized holes and threads?
 
Yes, everything your ski is doing now is perfectly normal.
If your exhaust bolts break or come loose it is always because the rubber pipe bushings are worn and need to be replaced or it will keep happening.
