After doing some troubleshooting I found that the rectifier was only putting out 2 vdc.I had a spare new one and put it in. I am getting 14 volts at idle and about 28 volts at 3500rpm right at the rectifier. When I check right at the battery at 3500rpm it is 13.2 volts, is that normal.
