2000 GTI fuel Flooded

I recently picked up a 2000 GTI and I haven’t been able to use it more than 30 minutes. I shipped it from Michigan where it had been sitting for 2 years, the thing is like new. I am looking for some advice. It ran for a short period but now I can’t get it to start; the plugs are wet with fuel but it tries to start with starter fluid. I replaced the needle and seat and set the height of the arm but it didn’t make a difference. Am I wasting my time not using a pressure gauge to check the pop off pressure? Can it be something else in the carb? I did check and it is getting fire.
