2 hose hookups?

wondering why my 98 gsx ltds have 2 places to hook a hose up to? On the inside it appears like a hose is only connected to the top water intake, and the bottom hole for hose hookup is completely blocked off with a black cap on the inside. This normal?

Yes, normal. Only the top one is a flush hose.
