1999 seadoo speedster w/787 no throttle control over revving

Got it this way, changed a needle and seat all diaphragms and gaskets in great shape. Cleaned carb really I let is soak. Only tempo line is the vacuum line for the fuel pump. I have taken the fuel pump apart and cleaned it. Still have the same problem. When you give it full throttle you get the vacuum sound put no change in rpm. If you put it in gear the engine races at high rpm's while the throttle control is set at idle. Help!
I dont really know where to go next.
It must be getting to much fuel because I sprayed additional fuel and or closed the choke with no change in rpm's.
 
Today I removed the carbs and used high temp gasket maker in conjunction with base gaskets. Slacked off the throttle cable. Seems to be better it no idles less(tach not working) when I put it in gear the rev's do not take off. This is all on trailer tests. I can give it a little throttle and it will rev up though full throttle still makes suction sound but does not increase rpm's past 1/4 throttle.
 
Carb's rebuilt gaskets replaced. Engine not racing anymore butter fly position on carbs were not same. Now the same. Still stalls, hesitates when trying to throttle up in water in gear. Sometimes you can ease it slowly and get it going. If it stalls it needs to be restarted (while hot) with the choke on and half throttle. Once it gets running smooth it has loads of power and runs great. It also cuts out sometimes at high rpm's.
 
Did you check popoff pressure when carbs were off? Do you have the LS and HS needles at spec?
 
no I did not check pop off pressure. I did not make any needle changes. Some other thread suggests rave valves
