1999 gtx

Have a 1999 GTX and when it is out of the water it rev's fine, when in the water and under a load it is bogging. Any ideas?

It's probable fuel system related.
1. Are your fuel lines grey?
2. When was the last time the carbs were rebuilt?

Will check the fuel lines when I get home and carbs were rebuilt 3 years ago. This happened last year after first starting the machine but after feathering the throttle for 5 minutes on the water it went away.
