1999 GTX LIMITED starter not cranking engine over

I have 1999 sea doo gtx limited 951 I just replaced starter with a rebuilt oem starter and bought a new battery in and when I plug the key in it beeps twice then when i hold the start button i can hear the starter spinning but it is not cranking the engine. I have tried with the plugs out and still wont crank. I have also spun PTO by hand with plugs out and the pistons go up and down and seems to be good compression. Any one dealt with anything like this issue all help greatly appreciated.
 
No expert here.
But the starters can be put together with the brushes out of time and the starter will turn in wrong direction and not engage bendix. The only other thing I can think of is bad bendix.
 
Your Bendix could be the problem. It is completely separate of the starter. But first make sure your starter is turning in the proper direction. You don't want to have to remove that bendix unless you have to. The Mag cover and flywheel will need to be removed which is a pain but.... you don't have to pull the engine.

If you need a bendix you can find them cheaper than this.. LOL. Unless you want to buy a 20 year old used OEM for 3 times as much. :) Your own due diligence is the watchword. Good Luck !!
