1998 Seadoo XP blowing 15AMP fuses

OK... from the beginning... question my newbie knowledge please!
1998 Seadoo XP - 947 engine : Blowing 15AMP fuse in MPEM and/or 15AMP fuse in front electrical box.

Hook up lanyard key and get no beeps. Unhook battery and replace 15 AMP fuses. Alternating the order that I connect the battery and replace the 15 AMP fuses I can get the ski to start once. Once I stop the ski. Remove lanyard and replace lanyard... one of the two 15 AMP fuses blows.

The fact that I can get it to start once... means that the MPEM is good... correct? All wires look good. What other steps / tests can I perform to help identify the root cause.

So... another data point... after sitting out of the water for a week (drying out). Now it works like a champ. Any ideas where the short is?
