1998 SeaDoo, 1 motor misses bad

I have a 1998 SeaDoo Challenger 1800 with the Twin Rotax Engines. First time I took it out it ran great and I had a blast. 2nd time I took it out after about 2 hours and then filling up on gas the right motor cut off. We were cruising between 34-36 MPH and all of the sudden the right motor surged and shut off. I started the boat back up and tried to take off and get on plain at full throttle. After about 3 seconds the right motor started surging between 4,000 rpms and 7,000 rpms. The left motor stayed at about 6,500 rpms trying to get on plain. If I stayed in the throttle the right motor would just shut off. I have put on a gasket kit including the carburetors and this has not helped at all. Any ideas?
 
check compression on cylinders

mine did something similar when the one piston melted (but it didnt surge)
