1998 Sea-Doo Challenger 1800 2 beeps no crank

I have a 1998 Sea-Doo Challenger 1800 with twin 787cc engines. Just had one freshly rebuilt. All grounds and hoses and wires connected. When I put the key in I get two beeps but when I hit the start buttons nothing happens. When I jump a wire from the positive to the starters the kick over fine. Any ideas. Thanks in advance for any help you can give.
 
Yes I have checked all fuses and today I checked to see if there was power going to the push button ignition switches and there is no power going to it. Does anyone know if this means I have a bad mpem board or could it be caused by a bad ground wire. I would love some more opinions. Thanks Phildoo for the input, the more minds the better.
 
Hmmm.. 2 beeps is all ok. All worked ok before the rebuild?..
If yes, I would go over all connections again. Make sure all grounds are connected to battery and none fell behind anything.
