1998 GTX RFI won't surpass 3500 RPM

So this is my first time posting on this forum but I am absolutely stumped on how to get my 1998 GTX RFI 787 running normally. My issue is that I can not get the ski to idle or surpass anything over 3500 RPM while in the water. :banghead: I have taken the head off of the motor and noticed that there was a significant amount of water so I replaced the head gaskets hoping that this would have corrected my problem. I have already tested the diodes in the rectifier once it was removed from the ski and didnt see any fluctuations between the different phases that were significant. I have not tested compression but inspected the rings and didnt see any noticable wear on the cylinder walls. Both spark plugs seem to have a normal color to them however when the spark plug is removed from the rear cylinder there is a white smoke that comes out of it that doesnt occur on the front cylinder. I have no clue where to begin from here and could use any tips or advice from you guys!

3500 is indicative of a fouled plug caused from stuck rave valve/s... Start there bud

This was my issue with it not surpassing the 3500! My rave valves were not just stuck but soaked in a thick sludge! I can now get up to about 44 mph with an rpm of 6390
 
My next issue seems to be that it runs really rough within the 4000-5000 rpm range. Any idea what could cause that? I've already removed the raves and cleaned them and checked the water regulator
