1998 gti 717 cooling manifold bolt problem

So we replaced our manifold with one that didnt have broken bolts in it but now after running for 5 minutes bolts came lose. We used orange Loctite. just one drop. And one flat washer , We are going to verify that the bolts are not to long and were bottoming out. any help from anyone would be great. We also replaced both bushings. Motor has some movement but doesnt seem like mounts are broke .

IF the bolts are not holding on the exhaust manifolds it is because the rubber bushings on the lower mounts are bad causing excessive vibration.
New rubber bushings, new gaskets and torque to factory specs with loctite.
