1997 GTX no start, no spark

My 97 GTX decided to stop starting, plugs soaked so I installed new ones and they just got soaked with gas and oil also. I verified I have no spark but am not sure where to start at. Battery is good, when I put the key on I get 2 beeps and the info center lights up. It cranks fine but just not starting. I had an older post a few weeks ago that I noticed I am not getting full throttle only getting to 6400RPM, I am not sure if this may have been an early symptom of my no start issue now. I have not ran the ski since this issue started. Any help where to start at would be great? Thanks
 
1st thing to try is pull off spark plug boot. Cut wire back 1/4” and re-insert boots. See if you get fire. Report back.
 
Well I cut them and it fired right up, hopefully that was it. When I pulled them off there was no wire sticking out it was back in the insulation a good bit. Do you think that could keep me from seeing proper RPM at WOT? I will not be able to get on the water again until the weekend to see how it runs.
 
Got her in the water yesterday and it fired right up and ran great, right back to full throttle around 77-7800 rpm. Going to put a few hours on it this weekend!
