1997 GTX acting kinda weird

1997 GTX. When riding it runs perfect to 7200 RPM. If I let it drop below 3000 rpms it will only rev back up to about 5000 rpm. If I pull the choke and let it go it revs back up to 7200 until i let off and let it drop below 3000 rpms. then it won't go over 5000 again unless i pull and release the choke. I have replaced the plugs, cleaned the rave valves, the tempo lines have been replaced. I am open to any and all ideas lol. I tried searching and scrolling through posts but I have been unable to find anything. Ski has 49 hours.
 
Dirty fuel system starving the engine from fuel that’s why pulling the choke richens it up. You’ll destroy the engine if you keep running it like that.
Have you rebuilt the carbs with genuine Mikuni parts including new needle and seats?
 
I don't leave the choke pulled. I pull and immediately release. Rebuilding carbs is my next step. When I pull the choke out it stalls so that's why I am confused.
 
I also suggest replacing the fuel strainer, on/off valve and the small 3/32" oil injection lines when the carbs are off.
