1997 gti oil problem

my gti was topping out at 20 instead of 50 and i looked at the spark plugs and they were really oily after 1 day of riding(i replaced them and it was my first ride of the season) so i thought the oil injector was giving too much oil so i plugged the tube for the oil, premixed, and changed the sparks and i just started it with the hose attached and it sounds the same as before. is it probably something else and is what i did sketchy at all or is that an ok way to fix it?
