1997 challenger 1800 question

On my twin 787 challenger in the pumps on the driveshafts there was one plastic collar and the other was gone they covered the driveshafts out of the hull. What are the purpose of these? Are they critical or not needed?

Was to help with when you suck up a rope and it wraps around the driveshaft, ultimately it's worthless and just remove it, it's not needed..
