1996 XP Surge at Full Throttle

I gonna get back on this 1996 XP I restored. Ski does great but has a surge at top end. I'm hitting a solid 55mph on the GPS and I 'm getting this oscillating RPM rev at full throttle as the ski is topping out. I did the entire fuel system, all parts, Carbs genuine Mikuni.... everything. Throttle response overall is excellent. Both High Speed adjusters are closed but I think I tried the recommended 1/4 turn on the PTO previously. My next step will likely be pulling the carbs. :D I'm just wondering if there is something to check inside the carbs that would cause a serge. This ain't my first rodeo but this horse is buckin badly... LOL

Would the 3 streams in the barrel not being completely clear cause a surge??
The Pop-Off is good - stock spring and all. No leaks
I haven't done a spark plug chop yet.

This is strange. Help input is appreciated.
 
Wot is off the high speed jet. I would look towards the water regulator and raves
Good Call. I don't think there is anything wrong with the carbs. I'm getting an RPM variation about once per second and it is very noticable. Ski hits a steady 55mph though. If I can get the RPM cleaned up it may run 57.

Open the HS needles a bit, can't hurt. I'd do this before pulling the carbs..
