1996 SPX Bogs when in water

I have a 1996 SPX with a 717. Runs great out of the water but once in water it won't get over 1500 RPM or 5 mph. I've cleaned (rebuilt) carbs, changed internal filters, got rid of the gray fuel lines a couple years ago but checked them anyway, new rectifier, fuel selector, compression when tested cold with a Auto Zone rental at 127 psi. on both cylinders, (Asked Mang when the last time it was calibrated and he said never), new plugs. I'm out of ideas. I know compression should be a little higher but they are even. Could use any help I can get.
