1996 SPI Seat Grab rail

Don't know what to call it other than that. This thing has turned to "GOO" as if it is melting. I can't figure a fix for it other than replace. Any suggestions ??

I have a nice black one here the black ones don't do that for some reason

I saw a black one on ebay but couldn't tell if it was a dark picture or just in better condition. I just don't want to buy one in the same condition. LOL All of them are 20 years old.
