1996 speedster pop off valve testing

Hi, I dont have a Seadoo pop off valve tester, and I have seen many different stories about this being a power loss problem, which we have.
Can somebody please give me the proper procedure, and tool that I can get local to check these pop off valves? Im guessing pop off is the release of the needle from the seat??
I have a twin 717 engine speedster. I found the proper release pressure, but like I said, I need to find a way to do this by finding a tool locally if need be. This procedure is inserting compressed air into the inlet correct, and its supposed to release in the spec range? Is that correct?
If theres a problem, how do I correct it?
