1996 Seadoo XP No Crank

Hi, I’m new here. I picked up a 1996 seadoo xp from a guy that was freshly rebuilt over the winter. He said it has not been run for longer than 2 min since rebuild I took it home and ran it twice out of water, no longer than 20 sec. About 2 weeks after that I go to start it and it just cranks over once. I keep cranking it once about 5-6 times and then it stoped cranking. Now the starting motor just makes a buzzing sound. I replaced the battery (tested new one in my kawasaki zxi 750 to confirm no issues), checked fuses, and make sure there were no shorts in wires. With that being said it still won’t crank at all now, just a buzzing/humming noise from the starting motor.

I took plugs out (were very clean leading me to believe possibly a lack of oil, but could also be just from only being used for like 3 min) and driveshaft cover off and tried really hard to turn the drive shaft by hand but no movement. My biggest fear is that the engine is seized potentially since the person who rebuilt it wasn’t a professional mechanic, he was just a guy in his garage (however I would find it weird to not be running for 2 weeks, crank over and then seize from cranking over).

So I’m honestly not sure if it’s seized or if the starting motor is shot or completely something else. Currently I have the head pulled off and tried to push the pistons down and no movement either (never pulled the head while still in ski and attached to driveshaft so idk how much force would be needed to move it so idk if this shows anything). Right now I am a little lost because I don’t want to pull the motor yet so I want to test just about everything possible until I have to. What should I do from here.

Pull the pump and see if it turns over but remove the driveshaft stainless hat first.

Sounds like the engine might be seized though.
