1996 Sea Doo Challenger new787 motor

The problem is that in the lake at a little over 3500 rpms it bogs down and falls on it face. Hooked up to a water hose it rev up and sounds great. I have done the following,
1 rebuilt Carbs (A shop did it) 2. check compression 152 both cylinders 3. replace fuelline 4. check eletric system 5. check routing of cooling system. 6. new spark plugs 7.drained old fuel out. Any help would be great.
 
replace the inline filter, and hit up shop, and ask what/if any parts tthey replaced in the carb rebuild. Sounds that they installed the "black" spring, in which is just a hair less in gram, verses the "factory" one., causing it to flood/cant burn the gas.

Or, you can tear apart the carb/s, and bend the "tang" down, which will raise the pop-off

Sounds like a pop-off pressue issue. I under-estimated this until I tapped into it myself.
