1996 gtx slowing

My 1996 seadoo gtx has got me beat,I have replaced the mpem mod, coils,rev mod,check valves on the gas tank,carbs rebuilt and still it does the same thing, The ski idles fine , starts fine but when you pull out the ski will acelerate to 6000 rpm then start slowing down. You can try to pullout again but it will go over about 3000 rpm.When the ski starts doing this ,you have to start unplugging and plugging the dess key.After doing this ( 3 to 10 times) the ski willrun fine till you slow down again.
