1996 gsx wont crank over

I recently bought this ski for $400 and only god one solid use out of it. We had it stored in a canal for a few hours, and it took on a good amount of water.

The water was not up to the cylinder head. I took out the electric box, dried it all out and cleaned up the connections. Sprayed wd-40 in the cylinders and let it sit for a little.

I was due for a new battery so I bought one also.

Now when I go to crank the ski over, it wont go. The started is going but the motor is not turning over.

Any suggestions on what I should try next?
 
Im sorry I must not have been clear with what is happening. The started isn't spinning freely. I meant the starter is working but the motor isn't turning over. I plan on doing a well overdue overhaul with this ski. I am going to pull the motor, paint the ski, make sure everythings good then put it back together. Since the motor is hydrolocked, what will I need to buy to get this thing going again?

okay this isn't the end of the world for me considering I only have about 500 into the ski so far. Any reccomendations on where to buy the rebuild kit? Also any idea how I can be sure I need a complete rebuild?
 
I have found the best way is to buy a rebuilt from SBTonline.. One or two year warranty.. Complete rebuild ready to go in few days.. You do just get the short block so you need to change a few parts over like carbs, flywheel, strarter PTO etc..

I have rebuilt many engines over the years.. The thing I found with these is a lot of frozen bolts etc.. It can start getting expensive once you begin taking it apart.. An old ski most likley has a leaking rotary valve seals and who knows what else could be wrong with the motor.. By a rebult and you know you are good to go.. I see alot of post in here about burn ups after a top end rebuilds..It's just not worth all the problems you may run into.. But it's your choice to do what you feel is best!! Have you ever intalled a piston in a cylinder, do you have a ring compressor.. Just think of everything before you start..
