1995 sportster 657x fuel help

I have got a 1995 sportster and It has been running really bad. I ran the boat out to gas last year and put it in my heated garage. Go it back out this year and had a hard time starting it. I finally got it started and it would idle and run. So I decided to take it out and run it, I would run for about 20ft. could not even get the boat to plain and it would die. Pulled the plugs they where dry. Check the bowl filter it was a little dirty. Cleaned it and tried again. Same problem will just die. Call my friend that is a Seadoo mechanic and he told me the carb needed rebuilt. I took the carbs out and gave them to him to rebuilt. Go the carbs back put them on and it ran good at idle and when I would give it gas it would take off. So then I went back to the big lake to try it out and give a good run. The boat would run and plain for about 20sec. at full throttle then it would slow down to about half throttle, even though I have it full throttle. The mechanic set the carb to factory specs. I blow out the lines and check the filter and the carb filter, cleaned them and put them together again. Tried to run it at full throttle and the same thing happened. I pulled the choke to see if that would help it died and could not get the boat to start. I had to get towed in.
Any thing that I am missing to need to do to get in back going again.

How about the fuel lines are they the gray kind like on the pwc's if so the insides get messed up by the ethanol in the fuels we by these days it ceats a green goo that stops up filters screens and even the fuel valve My fuel system was so stoped up I even had to clean the fuel tank. the switch valve , the carb screen the pickup screen and change all the lines to the black automotive lines.
 
I has the fuel injection gas line on it. the only grey line is from the crankcase to the carb. The mechanic said it is running lean or a hose is not tight somewhere.
anything else?
 
Can anyone help me out. Will turning the low speed out help with idle and if I turn the high speed needle out with that help me on my motor bogging at full throttle. I am just trying to fix it myself before I have to take it to the mech.
