1995 Speedster heavy on the oil on first start up

I picked up a 95 Speedster and it needed some tlc. I got it running pretty good and it's got 130lbs on compressing in one engine and 140lbs in the the other engine(looks to have been just rebuilt). I am however confused on a couple of issues/questions:

1) When I first put it in the water it smokes real bad. It takes a while to get it on plane but once it does then it seems to burn out the extra oil. After that it never happens again. Again only happens after it sits for a week and I put it into the water for the Weekend boat outing. Any clues as to what I need to look at??

2) One of the engines from time to time will get stuck at 4K RPM when going to full throttles out of the hole. Once I start planeing then the engine RPM will pop to 6.5k. The other engine pop straight to 6.5k. my guess is jet settings on the one engine???? Any Ideas??

3) Once at full throttle one engine will run at 7k and the other will run at 6.5k. What is the correct RPMs at full throttle???

with it needing that, dont neglect the carbs..take a few hrs, pull'em, and go thru them, no need to "rebuild", but break them all down, carefully, so no rip'n the gaskets/o-rings...just to know the carbs are good. Go ahead and remove the spark plug boots, clip a 1/4in off the wire, then reinstall boots, its for good contact/spark, and replace plugs..

It sure has been a challenge trying to get the throttles synced up!!!
